The European Commission is driving one of Europe’s key initiatives for trustworthy AI with the AI-on-Demand (AIOD) platform.

This platform provides businesses, research institutions, and public organizations with unified access to verified AI resources. As a central marketplace for AI tools, data, and services, it strengthens Europe’s innovation ecosystem. As part of the DeployAI program, a secure, sovereign, and scalable infrastructure was developed to power the platform’s marketplace, DevOps environment, and operational backbone.

Status quo

Before the AIOD platform, Europe lacked a centralized access point for AI services, tools, and data.

Fragmented offerings severely limited cross-border collaboration. Startups and SMEs struggled to access existing AI resources or deploy their own services efficiently. A lack of standards, limited visibility, and a highly fragmented infrastructure posed major barriers to building a competitive AI ecosystem for Europe.

The challenge

The European Commission needed a scalable, cloud-based platform architecture that delivers maximum security, compliance, and availability.

The solution had to enable secure identity and access management, simplify developer collaboration through a centralized AI DevOps environment, and ensure reliable AI service deployment. The challenge was not only to meet these requirements technologically but also to fully comply with European data sovereignty, privacy regulations, and operational security standards — while scaling to support thousands of users from research, industry, and government.

The solution

The platform architecture is designed to integrate all core components — from identity and access management to the AI services marketplace and the DevOps environment — within a fully sovereign infrastructure.

Its backbone is a private cloud environment operated entirely within Europe, meeting the highest standards for data protection, compliance, and operational resilience. It provides a secure foundation for deploying, managing, and running AI models, services, and datasets. A scalable compute and operations layer enables automated deployment workflows and seamless orchestration of complex AI workloads.

This architecture ensures maximum flexibility and scalability for research institutions, enterprises, and public sector organizations.

The result

The AIOD platform now provides the European Commission with a single, trusted access point for AI resources.

Startups, SMEs, research institutions, and public organizations benefit from a unified DevOps ecosystem, standardized deployment processes, and an infrastructure that fully aligns with Europe’s data protection, security, and sovereignty requirements.
